Agenda includes $2 million in public works contracts, a police settlement disclosure, Fourth of July event approvals and closed-door talks on lawsuits and property deals. Here’s how the meeting breaks down.

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, May 6, with a full agenda spanning routine approvals, major infrastructure decisions, and high-stakes closed session items, including multiple legal matters and property negotiations.

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions are allowed for sensitive matters such as litigation, human resources issues, and property negotiations.

During closed session beginning at 5:00 pm on May 6 the council will discuss:

  • Property negotiations for three sites: the Step Up on Second project, the Museum of Redlands, and a property at 21 N. Church St.
  • Litigation matters including:
    • A government claim from Alexis DeLeon threatening legal action.
    • Two active lawsuits: Chiakowsky, et al. v. City of Redlands and California Department of Housing and Community Development v. Shangri-La Industries, LLC, et al.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion.

On Tuesday, the consent calendar includes:

  • Approving Fourth of July event support, including $58,000 of in-kind services.
  • Adopting proclamations for Asian American Pacific Islander Heritage Month and Frontline Workers Appreciation Month.
  • Approving software purchases, service agreements, infrastructure contracts, and water service policy updates.
  • Disclosing a settlement agreement with former Deputy Police Chief Travis Martinez.

New Business

The new business section addresses larger or more complex topics that require individual council discussion and action.

Key May 6 items under new business include:

  • $648,548 contract for Citrus Avenue parking structure maintenance and repairs (Angelus Waterproofing & Restoration, Inc.).
  • $850,600 contract (plus $135,660 in additional funding) for Ford Park restroom replacement (Metrocell Construction, Inc.).
  • Up to $750,000 over three years for on-call sewer collection system maintenance (Houston & Harris PCS, Inc.).
  • $960,145 contract for Orange Blossom Trail Phase 4 (Tryco General Engineering).
  • Approval of a construction installment sale agreement with the State Water Resources Control Board for wastewater treatment plant upgrades, backed by Wastewater debt service funds.
