Redlands City Council agenda: Sept. 15, 2026

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Sept. 15, to consider providing $1.65 million to the newly formed Redlands Housing Corporation as it moves to acquire the Step Up In Redlands permanent supportive housing property for $13.5 million.

Council will also consider an agreement allowing the Redlands Fire Department to provide ambulance transport services through CONFIRE, more than $120,000 in state grants for police enforcement and naming the plaza at the new City Hall after longtime former City Attorney Dan McHugh.

Here's how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5 p.m., the council will confer with legal counsel regarding three existing lawsuits involving Coyote Aviation, Simpson and Orozco.

Consent Calendar (I 1-14)

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

• Ambulance transport services: Council will consider an amended agreement allowing the Redlands Fire Department to provide ambulance transport services through CONFIRE's countywide system. Redlands agreed to participate in 2024, but implementation was delayed by litigation that has since been resolved.
• Police grants: RPD could receive a $94,300 Office of Traffic Safety grant and a $27,000 Alcoholic Beverage Control grant. The ABC funding would support additional alcohol enforcement, including minor decoy and shoulder-tap operations and inspections of licensed businesses.
• Community Development Block Grants: The city could accept $200,201 in federal funding, including $170,201 for restroom replacement and accessibility improvements at Sylvan Park and $7,500 each for four community organizations, including Family Service Association of Redlands, Boys & Girls Clubs of Greater Redlands-Riverside, YMCA of the East Valley and Partners Against Violence for services for victims of violence.
• Paramedic services: Council will consider a memorandum of understanding with the University of Redlands for paramedic standby services.

New Business (J 1-4)

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

• Step Up In Redlands acquisition: Council will consider providing the Redlands Housing Corporation with a $1.65 million nonrepayable capital contribution as the nonprofit moves to purchase the permanent supportive housing property at 1675 Industrial Park Ave. for $13.5 million following the former developer's default. About 95% of the purchase price would be funded by state and county partners, with $700,000 coming from the city toward the acquisition.
• Dan McHugh Plaza: Council will consider naming the plaza on the north side of the new City Hall for former City Attorney Dan McHugh, who served the city for about 35 years before retiring in 2022. Because McHugh died in May 2025, council would need to waive a city policy generally requiring someone to have been deceased for three years before a public facility is named in their honor. The City Council received a letter from former Redlands mayors and council members backing the request.
• Stormwater agreement: Council will consider a $139,323 agreement establishing responsibilities and sharing costs associated with regional stormwater regulations in the Santa Ana region.
• Engineering services: Council will consider an on-call agreement with Hicks & Hartwick Inc. for up to $200,000 for one year, with an option for a second year that would bring the potential total to $400,000.
