REDLANDS, Calif. — The Redlands City Council will meet Tuesday, May 5 to hear an update from the food security task force and consider in-kind support funding approvals.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on April 21, the council will:

  • Confer with legal counsel on existing litigation in Holzer v. City of Redlands and Wagner Zemming Christensen, LLP v. City of Redlands.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

  • Approval of a $52,500 agreement for debt and lease management software.
  • Rejection of all bids for wastewater treatment plant upgrades and direction to re-bid the project.
  • Approval of an $87,000 purchase order modification with Flock Group, Inc.
  • Approval of a law enforcement agreement with the Los Angeles Police Department for internet crimes investigations.
  • Authorization to apply for Caltrans airport improvement grant funding.
  • Initiation of assessment proceedings for street lighting and landscape maintenance districts.
  • Approval of in-kind city support and street closures for major events, including the Redlands Festival of Arts, Redlands Bowl Summer Music Festival and Jagannath Rath Yatra.

Communications

This section typically includes formal updates or announcements to the council from staff, agencies, or the public.

On this agenda:

  • Consideration of a letter supporting San Bernardino County’s Active Transportation Program application for Safe Routes to School funding for Redlands East Valley High School.
  • Update from the city’s Food Security Task Force and direction to staff.
  • Consideration of an appointment to the San Bernardino Regional Housing Trust Board.

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • Consideration of amendments to the city’s Encampment Resolution Funding agreement with the California Interagency Council on Homelessness and related subrecipient agreements. In fiscal year 2024-25, the city was awarded $4,529,069 from the state’s Encampment Relief Fund (Round 2). The amendment would extend the contract through April 30, 2028, to allow additional time to spend the remaining $968,945.17.
  • Approval of citywide annual purchase orders for supplies with vendors including Fastenal, Home Depot, Lowe’s and Office Depot, totaling up to $1.08 million for fiscal year 2026–27.
