REDLANDS, Calif. — The Redlands City Council will meet Tuesday, May 19 to discuss the future of the Redlands Downtown Morning Market, consider several service agreements and review regional transportation project partnerships.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, labor negotiations and property discussions.
During the closed session beginning at 5:00 p.m., the council will:
Confer with legal counsel regarding two lawsuits involving the city and the Redlands Police Department tied to cases filed by Maldonado in federal and San Bernardino Superior Court.
Meet with labor negotiators regarding employee organizations representing management, police, fire and Teamsters employees.
Consent Calendar (I 1-8)
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
Highlights include:
Approval of annexation-related resolutions for Community Facilities District 2004-1.
Setting the annual voter-approved special tax rate for emergency paramedic services for fiscal year 2026-27.
Approval of a three-year Cityworks software license renewal totaling about $171,500.
Approval of a STOP control installation at Ford Street and Garden Hill Drive.
Receipt of the Municipal Utilities and Public Works Commission’s 2025 annual report.
Approval of an agreement with the University of Redlands to host the Redlands Emergency Services Academy.
Approval of an amendment with Counseling Team International for police department services.

Discussion of the Redlands Downtown Morning Market, including possible changes to hours of operation and future location options. Options include:
Adjusting Downtown Morning Market hours to 7 a.m. to 11 a.m.;
Explore merging the Downtown Morning Market with The Grove School’s market and discontinue the city-run market after July 25, 2026;
Seeking alternative downtown-area locations and third-party management; or
Continue operating the Downtown Morning Market as is.
Consideration of a new three-year enterprise license agreement with Esri totaling up to $271,185.
Consideration of cooperative agreements with the San Bernardino County Transportation Authority and the city of Highland related to the Highland/Redlands Regional Gap Connector Project.
Consideration of a one-year agreement with Pro-Craft Construction for citywide plumbing and repair services, with two optional one-year extensions, totaling up to $300,000.
Consideration of an amendment extending janitorial services with Quinmar Janitorial Inc. and increasing total compensation to approximately $1.96 million.
