REDLANDS, Calif. — The Redlands City Council will meet Tuesday, July 7 to consider approving nearly $50 million for Phase II of the Redlands Police Department Safety Hall project and hear proposed increases to the city's water and wastewater utility rates. Council will also consider labor agreements with several employee groups and routine annual utility purchases totaling nearly $5.8 million.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on July 7, the council will:

  • Confer with legal counsel regarding existing litigation involving Teamsters Local 1932 and Melissa Saavedra v. City of Redlands.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

  • Adoption of a salary schedule and compensation plan for city employees.
  • Approval of an agreement with Alliant Insurance Services, Inc. to serve as the city's employee benefits broker of record.
  • Adoption of the city's appropriations limit for fiscal year 2026-27.
  • Adoption of the Five-Year Capital Project Needs Analysis for fiscal years 2027-28 through 2031-32.
  • Adoption of the Five-Year Measure I Capital Improvement Plan for fiscal years 2026-27 through 2030-31.
  • Approval of an agreement extension with Coffman Associates, Inc. for wildlife hazard management services at Redlands Municipal Airport.
  • Approval of a list of arbitrators for potential mobile home park rent stabilization disputes.
  • Extension of the city's lease agreement with Grove School through Dec. 31, 2026.
  • Appointments to the Municipal Utilities and Public Works Commission, Citizens' Measure T Oversight Committee and Airport Advisory Board.

Public Hearing (J 1-5)

Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.

  • Consider two annexations into Community Facilities District No. 2004-1.
  • Consider delinquent administrative citation, weed abatement and municipal services reports for collection through the county tax roll.
  • Receive public protests and consider ordinances adjusting water and wastewater utility rates.

New Business (K 1-7)

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • Consider renaming a segment of Ninth Street in honor of Pastor Anthony W. Green.
  • Consider memoranda of understanding with several city employee associations.
  • Consider approving agreements for Phase II of the Redlands Police Department Safety Hall project totaling up to $49.7 million.
  • Consider increasing the city's construction management agreement with Tilden-Coil Constructors by approximately $3 million for the Safety Hall project.
  • Consider annual Municipal Utilities and Engineering Department purchase orders totaling up to $5.79 million.
  • Consider a one-year agreement, with an optional one-year extension, for air quality sampling and analysis services at the wastewater treatment plant and landfill.
