Public hearing on Lugonia Village to take place March 5
UPDATE March 6, 2024 – The City Council unanimously approved the new 541 unit Lugonia Village housing development during its regular meeting on March 5.
REDLANDS, Calif. | March 3, 2024 – The Redlands City Council will consider a new housing development in North Redlands comprising of apartments, townhomes, and single-family homes at its meeting on Tuesday, March 5.
Why it matters: If approved, the Neighborhood at Lugonia Village would add 541 new housing units in North Redlands, with 28 units designated for affordable housing, according to the agenda staff report.
Details: The applicant, Redlands Summit LLC, plans to create three distinct neighborhoods on a vacant 24-acre lot between West Lugonia Avenue and Pennsylvania Avenue.
The proposed mid-century modern style development will include:
Recreation buildings, two swimming pools and parks are planned throughout the development.
Parking: The developer plans to exceed state parking requirements by building 744 parking spots in the apartment complex, mixed between garage, carport, and open-air parking. This provides about 1.65 spaces per dwelling unit. About 4% (32) of the parking spaces will have EV charging stalls.
The townhomes will have a built-in two-car garage, with access to 21 guest parking spaces. Single-family homes will have garage parking.
Affordable housing: The developer plans to comply with the city's Inclusionary Housing ordinance by making 5% of the development for very-low-income households. All 28 affordable units will be located within the apartment complex portion of the development.
The Redlands Planning Commission unanimously approved the proposed Lugonia Village development at its meeting on Jan. 23. Two conditions of approval involve the addition of a public art element and the installation of emergency vehicle preemption devices to facilitate access for emergency vehicles.
Moving forward: The Redlands City Council meets on Tuesday, March 5, at 6pm to discuss this development proposal and consider changes to the land-use and zoning on the site. The meeting can be attended online or in person at City Hall.
