What’s on the Redlands Unified school board agenda for September 9, 2025
Agenda includes a Measure D update, school safety project agreements and ongoing labor negotiations.

REDLANDS, Calif. — The Redlands Unified School District (RUSD) Board of Education will meet Tuesday, Sept. 9, to hear a presentation on Measure D and approve Middle School Safety Project agreements and school volunteers.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the board will hold a closed session to discuss sensitive matters such as labor negotiations, personnel appointments, litigation and student discipline.
During the closed session beginning at 3:30 p.m., the board will discuss:
- Labor negotiations with the Redlands Education Support Professionals Association and the Redlands Teachers Association.
- Legal counsel updates on ongoing litigation.
- A public employee performance evaluation and the discipline, dismissal or release of an employee.
Open Session
The regular meeting begins at 6:00 p.m.
Presentations and Reports
Reports will be given by the Redlands Teachers Association, the Educational Support Professionals Association and the Administrative Personnel Association.
Ken Morse, the director of Facilities Planning will give a presentation on projects funded through the 2024 voter approved Measure D bond. There will also be a revised adopted budget presentation.
Public Participation
During this time, individuals may address the Board on matters on the agenda. Speakers must submit a completed speaker slip to the Clerk or designated staff member prior to the start of public comments on agenda items. The allotted time will be announced during the meeting.
A public hearing will be held for the Statement of Assurance that all students were provided sufficient textbooks or instructional materials aligned with current content standards and curriculum.
Consent Calendar
The consent calendar groups together routine items for approval in a single vote, unless a board member pulls an item for separate discussion or a public comment is submitted.
On this agenda these include:
Business Services
- Approval of an agreement with Epic Engineers to provide surveying services for the Middle School Safety Project for $552,750. The project will be funded by Local Construction Funds.
- Approval of an agreement with Tilden-Coil constructors, Inc. to provide laser scanning and as-built modeling services for the Middle School Safety Project and the Disaster Recovery Project at Citrus Valley High School for $90,750.
- Harvest Produce Inc. will provide fresh produce to be ordered on an as-needed basis funded through the Child Nutrition Services Department.
- Adoption of the final 2024-2025 Unaudited Actual Financial Report.
Educational Services
- Approval of an agreement with the Consortium on Reading Excellence to provide coaching for Mentone Elementary School teachers at a rate of $4,200 per session.
- Approval of an agreement with Garner Holt Education through Imagination, LLC, to provide professional development and ongoing support for the Garner Holt Labs at Beattie Middle School, Clement Middle School, Franklin Elementary and Victoria Elementary school for an amount not to exceed $15,750.
- Approval of an agreement with Rapidmooc Inc. to provide software and professional services for students throughout the district for $18,487.50.
- Approval of the readmission of multiple students who were previously expelled. Two such requests for readmission were denied.
Human Resources
- Various employment, leave of absence and resignation approvals.
- Revised salary placements and assignments for management personnel
- Revisions to multiple job descriptions, titles and salary schedules.
- Approval of volunteers and field trip chaperones for the 2025-26 school year.
- Approval of a student teaching agreement between the district and Point Loma University.
Closing public and board comment period
The meeting will conclude with public comment on non-agenda items, followed by board and superintendent remarks.
