REDLANDS, Calif. — The Redlands City Council unanimously voted Tuesday to introduce an updated ordinance that would allow two-story accessory dwelling units, or ADUs, in single-family residential areas, marking another step in the city’s effort to expand housing options.

Why it matters: Accessory dwelling units are widely viewed as a key tool for increasing housing supply without dramatically changing neighborhood character. By allowing taller ADUs under specific setback conditions, Redlands is expanding flexibility for homeowners while addressing the city’s need for more affordable and diverse housing options.

Details: The ordinance amends development standards to allow two-story ADUs or accessory structures with ADUs provided they meet specific setback requirements. Under the updated language, a two-story ADU may be built up to 25 feet tall if the structure is set back at least 10 feet from the side property lines of an abutting single-family zoned property.

The earlier draft limited detached ADUs to 16 feet in height, effectively restricting them to one story unless built over an existing garage, which is already permitted under state law. 

The Planning Commission unanimously recommended approval of the ordinance following a public hearing on Oct. 14, 2025. The City Council first reviewed the proposal on Nov. 18, 2025, but directed staff to revise the height and design standards to allow ADUs over new accessory structures or garages.

Staff also made minor technical edits to ensure consistency with state ADU regulations. 

What they’re saying: Council members noted that the change positions Redlands ahead of the curve on ADU policy and responds to a growing community demand.

“This facilitates a big need in our community,” Council Member Eddie Tejeda said during the meeting.

Efforts to streamline ADU permitting: Earlier this year, the city hired RRM Design Group to develop a collection of pre-approved ADU design plans to help streamline the process. Potential designs including Craftsman, California Ranch, Contemporary and Mid-Century Modern, along with three distinct floor plans ranging from studios to two-bedroom units. The contract, which was set to expire in December, was renewed for another six-month term on Dec. 2.

Moving forward: With the ordinance introduced on first reading, it will return to the City Council for a second reading and final consideration at a future meeting. If adopted, the updated standards would formally expand ADU development options citywide.
