Redlands Planning Commission to consider two major housing developments Oct. 13

Proposals include a 194-unit apartment complex at San Bernardino Avenue and Texas Street and a 255-lot residential development near the 210 Freeway.

REDLANDS, Calif. — The Redlands Planning Commission will consider two major residential developments totaling nearly 450 proposed homes during its meeting Tuesday, Oct. 13, along with an office building expansion and a roadway easement vacation.

Why it matters: The two housing proposals would bring additional residential development to northwest Redlands, including apartments with designated lower-income units and a new neighborhood requiring changes to the city's General Plan and zoning regulations.

194-unit apartment complex proposed at San Bernardino Avenue and Texas Street

Monte Vista Homes is seeking approval to construct a 194-unit apartment complex on approximately 6.5 acres of vacant land at the northeast corner of West San Bernardino Avenue and Texas Street.

The proposed development would include five three-story buildings with one-, two- and three-bedroom apartments ranging from 758 to 1,283 square feet. Seventeen units would be designated for lower-income households.

Plans also include a leasing office, recreational amenities, landscaping, parking and other site improvements.

The property is currently zoned General Commercial (C-3), which allows the proposed development with a conditional use permit.

Commissioners will consider site plan and architectural approvals, a conditional use permit, a minor exception for decorative walls and a socioeconomic cost-benefit study required under Measure U.

Pioneer Park development proposes 255 residential lots

The commission will also hold a public hearing on the proposed Pioneer Park Specific Plan, a 35.3-acre residential development near the 210 Freeway, between West San Bernardino Avenue and West Pioneer Avenue.

Redlands Pioneer Partners LLC is proposing to subdivide the property into 255 lots for single-family residential development, ranging from 2,006 to 6,256 square feet, with an average lot size of 2,737 square feet. Plans also include a separate parcel for multifamily housing.

The proposal also includes approximately 4.54 acres for open space.

The development would require several land-use changes, including converting the property from commercial to residential use, ultimately requiring approval by the City Council.

Other items on the agenda

Office expansion on Nevada Street: Commissioners will consider a 661-square-foot addition to an existing two-story office building at 1180 Nevada St. The expansion would provide stair and elevator access to the second floor, along with storage and mechanical space.

Roadway easement near the 210 Freeway: The commission will consider whether vacating an approximately 1,000-foot temporary roadway easement between Domestic Avenue and West Pioneer Avenue is consistent with the city's General Plan. The easement was established to provide interim north-south access near the freeway.
