Redlands City Council agenda: Feb. 3, 2026

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Feb. 3 to consider Block Grant projects for the 2026-2027 year and discuss the Food Security Task Force. Council will also hold a public hearing on whether to permit the keeping of hens in single-family residential districts.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on Feb. 3, the council will:

  • Confer with legal counsel on existing litigation in Coyote Aviation v. City of Redlands.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

  • Authorization of a proclamation declaring the month of February 2026 as Black History Month in Redlands
  • Approval of the appointment of Austin Crane to serve the remainder of a four-year term, ending May 1, 2028, on the Airport Advisory Board. 
  • Approval of the appointments of Iyan Barrera-Sandri and Jake Mayuga-Allen to serve the remainder of a four-year term on the Traffic and Parking Commission. 
  • Approval of the re-appointments of Daniel Goham and Daniel Rodriguez and the appointment of Robert Schooley to each serve a four year term on the Cultural Arts Commission. 
  • Approval of a $94,386.50 cooperative purchase of Getac Mobile Data Computers from Code 3 Technologies.
  • Acceptance of a $60,000 grant from Yuhaaviatam of San Manuel Nation to fund the Redlands Emergency Services Academy. Council will also authorize an additional appropriation of the same amount to the Police Department.
  • Approval of a Memorandum of Understanding outlining the authority and responsibility of the University of Redlands and the Redlands Police Department.
  • Approval of a $137,896.93 Professional Services Agreement with ICF Consultant, LLC., dba ICF Consulting Group, Inc., for Zero Emission Vehicle Fleet Review and Assessment Services.

Communications

This section typically includes formal updates or announcements to the council from staff, agencies, or the public.

On this agenda:

  • An annual report of the Street Tree Commission will be given by Chairwoman Chris Sedmack. 
  • The council will also discuss the Food Security Task Force and its continued coordination with community partners. 

Public Hearing

Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.

A public hearing will be held to consider amending residential specific plans to allow the keeping of hens within single-family residential zoning districts. 

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • City council will consider proposed projects and potentially approve funding requests that are eligible for the 2026-27 Community Development Block Grant, including:
    • Sylvan Park rehabilitation project for restroom relation and ADA improvements: $170,201
    • The Family Service Association of Redlands for housing and food assistance: $7,500
    • The Boys & Girls Club of Greater Redlands-Riverside for family strengthening: $7,500
    • YMCA of the East Valley for Legal Aid Services: $7,500
    • Partners Against Violence for supportive services for victims of violence: : $7,500
  • Approval of a $293,195.95 Public Works Contract with Alcorn Fence Company for guardrail installations at Garden Street and Redlands Boulevard.
