REDLANDS, Calif. — The Redlands City Council approved a $5.5 million construction contract Tuesday to widen California Street near Redlands Boulevard, advancing a long-planned project designed to improve traffic flow, pedestrian access and flood infrastructure south of Interstate 10.
The council voted 4-1 to award the construction contract to Costa Mesa-based Beador Construction Company Inc., the lowest of three bidders, for an amount not to exceed $5,537,700. Councilmember Paul Barich voted no without explaining his opposition before the vote.
Construction is expected to take approximately 175 working days once the city issues a notice to proceed.
The project will widen the west side of California Street between Redlands Boulevard and approximately 500 feet south of the Interstate 10 interchange. Improvements include a new dedicated right-turn lane, two travel lanes, a 6.5-foot sidewalk, ADA-accessible curb ramps, updated traffic signals, curb and gutter work, and water utility improvements.
A major portion of the project also involves replacing and expanding the Mission Zanja Channel crossing with a triple reinforced concrete box culvert measuring about 54 feet wide, 11 feet high and 220 feet long. The new culvert will connect to the existing crossing beneath the intersection and is intended to accommodate future flood control needs.
Municipal Utilities and Engineering Director Monica Heredia told the council the project is funded primarily through Measure I transportation funds, San Bernardino County Flood Control District funding and development impact fees.
"This project is to widen the west side of California Street between Redlands Boulevard and just south of the I-10 freeway," Heredia said. "It involves roadway construction, traffic signal modifications, curb, gutter, sidewalk, ADA-compliant curb ramps, and water and non-potable water utility improvements, as well as a reinforced concrete box culvert."
During council discussion, Barich asked whether the nearby warehouse developer that previously committed to roadway improvements was contributing toward the project.
Heredia said the developer is not directly funding construction but has contributed through development impact fees.
The city received three bids for the project. Beador Construction submitted the lowest proposal at $5.54 million, followed by Granite Construction at $6.68 million and Riverside Construction Company at $8.39 million.
To finance the work, the council also approved transferring $4.4 million already budgeted for the project into the appropriate transportation fund and authorized an additional $1.14 million appropriation.
According to city staff, approximately 77% of the project cost will be reimbursed through Measure I arterial program funds. The San Bernardino County Flood Control District will reimburse the city for an additional $639,605, representing half of the remaining eligible flood control improvements under a cooperative agreement approved in 2024.
The council also determined that no additional environmental review is required because the project was previously analyzed under an Initial Study and Mitigated Negative Declaration approved in December 2024.
