REDLANDS, Calif. — At its May 2 meeting, the Redlands City Council approved more than $3 million in contracts for infrastructure improvements, formalized plans to support the city’s Fourth of July celebration, and publicly disclosed a settlement agreement involving a former deputy police chief. All items under new business passed unanimously.
Closed Session
The council met in closed session prior to the public meeting. According to the city attorney, there was no reportable action.
Items in closed session included:
Property negotiations for three sites: the Step Up on Second project, the Museum of Redlands, and a property at 21 N. Church St.
Litigation matters including:
A government claim from Alexis DeLeon threatening legal action.
Two active lawsuits: Chiakowsky, et al. v. City of Redlands and California Department of Housing and Community Development v. Shangri-La Industries, LLC, et al.
Consent Calendar Highlights
The council approved a range of routine items, including:
Fourth of July support: Approval of $58,000 in in-kind services for the city’s annual Independence Day festivities.
Proclamations: Designations recognizing May as both Asian American Pacific Islander Heritage Month and Frontline Workers Appreciation Month.
Administrative actions: A series of software purchases, service agreements, infrastructure contracts, and updates to city water service policies were approved as part of ongoing operational improvements.
Police settlement disclosure: The city formally disclosed a previously approved settlement agreement with former Deputy Police Chief Travis Martinez. The agreement was discussed in closed session on April 15 and publicly released the following day.
New Business Approvals
Council members gave unanimous approval to the following major expenditures and agreements:
Citrus Avenue parking structure: A $648,548 contract with Angelus Waterproofing & Restoration, Inc. for structural maintenance and repairs.
Ford Park restrooms: A contract with Metrocell Construction, Inc. valued at $850,600—with an additional $135,660 allocated—for the complete replacement of the park's public restrooms.
Orange Blossom Trail Phase 4: A $960,145 contract with Tryco General Engineering for continued development of the city’s popular multi-use trail system.
Sewer system maintenance: Up to $750,000 over three years for on-call sewer line cleaning and inspection services, awarded to Houston & Harris PCS, Inc.
The next regular City Council meeting is scheduled for May 20, 2025.
