REDLANDS, Calif. – The Redlands City Council unanimously approved a public works construction contract with Matich Corporation for the city’s 2025 Street Resurfacing Project, a major effort under the Pavement Management Program aimed at extending the life of local streets.
Why it matters: The 2025 Street Resurfacing Project is guided by the city’s Pavement Management Program adopted in 2020, which prioritizes street maintenance and reconstruction to maximize pavement life in the most cost-effective way. Using this program, staff identified streets most in need of work and developed plans to resurface approximately 40 lane miles of roadway throughout the city.

Details: The council awarded the contract in an amount not to exceed $5,566,094 and approved an additional appropriation of $1,566,094 from the city’s unassigned Pavement Accelerated Repair Implementation Strategy (PARIS) Fund balance to fully fund the project.
Since completing the PARIS program, the city has paved about 140 lane miles of streets, according to staff.
The city advertised the project for competitive bidding and received seven bids when proposals were opened on Oct. 28, 2025. Matich Corporation of San Bernardino submitted the lowest responsive bid at $5,566,094, significantly lower than the next lowest bid of $6.66 million.
Moving forward: Construction is expected to be completed within 100 working days after the city issues a notice to proceed.
