REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Sept. 2, with a full agenda that includes a $1.49 million sewer pipeline project and in-kind support and street closures for popular fall events ranging from Oktoberfest to the Believe Walk and Dog Jog.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on Sept. 2 the council will:

  • Confer with legal counsel for existing litigation in Rogers, et al. v City of Redlands and Miller & Associates, Inc. v City of Redlands.
  • Conduct the performance evaluation of the City Manager. 

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, these include:

  • Proclamations recognizing Childhood Cancer Awareness Month, Hispanic Heritage Month, National Preparedness Month, the Redlands Football Club for their contributions to the community and athleticism. There will also be proclamations declaring Sept. 26, 2025 as California Native American Day and another celebrating California’s 175th Anniversary of Statehood. 
  • Disclosure of the $1.2 million settlement agreement reached in June 2025 between Julie C. Alvarado-Salcido and the City of Redlands.
  • Approval of an agreement with the County of San Bernardino Registrar of Voters to replace the existing contract and allow for the installation and maintenance of three secure ballot boxes. 
  • Adoption of resolution No.8711 to allow veterinary clinics with no overnight boarding within the Neighborhood Convenience Center District with a permit. The recommendation follows the Planning Commission's Aug. 12 approval of an application for a veterinary clinic in the Plaza Las Palmas Shopping Center without overnight boarding.
  • Begin the process of annexing two new territories into the Community Facilities District.
  • Approval of in-kind support and street closures for Oktoberfest, the Believe Walk, Resident Expo, Downtown Redlands Artwalk and the Dog Jog. 
  • Approval of two temporary painter positions for building maintenance. 
  • The acceptance of a $16,460 federal Emergency Management Performance Grant with the intention to fund the partial salary of the Emergency Operations Specialist position in the Fire Department's Emergency Operations Division. 
  • A $81,562 purchase of Dell servers.
  • Grant an electric utility easement to Southern California Edison.
  • Purchase of a mobile office for the wastewater plant for up to $123,402.
  • Approval of a 12-month extension with Carollo Engineers Inc. for the Tate Water Treatment Plant Raw Water Influent Pipeline Replacement Project. 

Communication

This section typically includes formal updates or announcements to the council from staff, agencies, or the public.

On this agenda:

  • The council will discuss the designation of a voting delegate for the League of California Cities conference.
  • A discussion will be held relating to the installation of a bench with a memorial plaque in front of Caprice Cafe in memory of Christopher Pepino. 
  • The new video series “City of Redlands Core Value” will be presented. 

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • Consideration of a $1,494,516 contract with Tryco General Engineering for the 2025 Sewer Pipeline Replacement Project. 
  • Consideration of a $529,406 public works contract with Garcon Construction, Inc. for sidewalk and ADA ramp replacements, with an additional $29,406.26 appropriation from the Sidewalk Improvement Reserve Fund. 
  • Redlands City Council will consider hiring Rincon Consultants, Inc. for up to $369,750 to conduct a state-required environmental site assessment at the Wastewater Treatment Plant. The study follows the city’s discovery in 2020 that landfill leachate—about 56,000 gallons—had been improperly disposed of in an unlined sludge drying bed over several years. Regulators approved Rincon’s investigation plan in March, and the firm is recommended as a sole-source contractor due to its prior work on the case.
  • Consideration of a contract with Synagro-WWT, Inc. to handle wastewater biosolids hauling and disposal at the city’s treatment plant. The one-year agreement is capped at $500,000, with the option to extend for two more years for a total of $1.5 million. Synagro submitted the lowest bid at $79.44 per ton, undercutting the only other bidder, Rust Logistics.
  • Consideration to increase Clean Energy’s contract to $700,000 for upgrade and repair services to the city’s LNG/CNG fuel island.
