REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Sept. 16, with a full agenda that includes a discussion of a possible revenue ballot measure for the November 2026 election, a fire protection agreement and the consideration of a Homeless Resource Services Agreement.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on Sept. 16, the council will:
Confer with legal counsel for existing litigation in Holzer v. City of Redlands, et al.
Confer with negotiators for the possible property transfer of The Grove School.
Conduct the performance evaluation of the city manager.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

Approval of the final map, submitted by Meritage Homes, for a project near Citrus Valley High School.
Consideration of a resolution to vacate a small portion of Ramona Drive.
Approval of a fire protection agreement between Redlands and the U.S. Department of Agriculture, Forest Service and San Bernardino National Forest
Approval of a $72,213 aerial imagery services contract with Nearmap US, Inc.
Authorization of the $85,781 annual payment to San Bernardino County for fingerprint ID services.

A discussion relating to potential revenue ballot measures for the November 2026 election. City Council will discuss whether to direct staff to gather additional information on the following options:
Raise the existing business license tax on distribution and fulfillment centers above the current $0.105 per square foot, with the option of adding annual increases tied to inflation.
Increase and possibly expand the long-standing paramedic parcel tax, potentially broadening it into a public safety tax to cover police and fire services.
Create a brand-new parcel tax on warehouses and distribution centers, dedicated to funding police and fire.
New Business

The consideration of a Homeless Resource Services Agreement for $300,000 with Many Mansions to provide property management services at Project Home Key.
A review and approval of the 2025-26 Community Development Block Grant from San Bernardino County totaling $326,470.
Consideration of a $500,000 agreement with Apple Valley Fire Protection District for outfitting Redlands Fire Department vehicles.
Approval of a $465,000 contract for the 2025 Alley Paving Improvement Project with All American Building Services. The project includes resurfacing four alleys in Redlands.
