REDLANDS, Calif. — The Redlands City Council will meet Tuesday, May 20, with a full agenda that includes speed limit adjustments, multimillion-dollar utility spending, and a closed session addressing litigation and personnel matters.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues, and property negotiations.

During closed session beginning at 5:00 pm on May 20 the council will discuss:

  • A government claim from Crystal Adrianna Martinez threatening litigation.
  • A workers’ compensation claim filed by Roy Williamson.
  • Ongoing litigation in Chiakowsky, et al. v. City of Redlands.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, these include:

  • A new software integration agreement for Cityworks and Tyler Munis (NewEdge Services, $59,300).
  • Tax audit and consulting services contract renewal (Hinderliter De Llamas & Associates, up to $113,300).
  • A five-year EMS internship agreement with Crafton Hills College.
  • A new staff reporting policy on vacancies and recruitment (Resolution No. 8691).
  • Police department agreements for a youth services academy (University of Redlands) and new mobile data computers ($53,648).

Communication

This section typically includes formal updates or announcements to the council from staff, agencies, or the public.

On this agenda:

  • Mayor Saucedo will report on the 2025 City-County Conference of the San Bernardino County Transportation Authority
  • The council will also discuss and possibly take action on the controversial South Coast Air Quality Management District's proposed mandates for residential furnaces and water heaters (Rules 1111 and 1121)

The Council first discussed the proposed rules on March 18 but postponed action to gather more information. Discussion was again delayed on April 1 to wait for a SCAQMD presentation to the San Bernardino County Transportation Authority (SBCTA) Board.

On April 2, the SBCTA Board reaffirmed its earlier opposition to the rules, and the Redlands Chamber of Commerce’s Government Review Committee also voted to oppose them. Other Southern California cities—including Anaheim, Corona, Temecula, Upland, and Yorba Linda—have submitted letters opposing the proposed changes as well. Read our past coverage here.

Public Hearing

Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures, and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.

On Tuesday, a public hearing will be held to adopt the 2024 Engineering & Traffic Survey report and introduce a new ordinance updating speed limits across Redlands.

The city is required to use a traffic survey to set speed limits and enforce them with radar equipment. The report used engineering and data-driven methods to assess roadway characteristics, vehicle speeds, and collision rates.

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • First amendment to the traffic signal maintenance contract with Yunex LLC, increasing compensation by $340,000.
  • Approval of a recycled water supply agreement with Southern California Edison.
  • Authorization of FY 2025–26 purchase orders for the Municipal Utilities and Engineering Department, totaling up to $4.85 million.
  • A 2.5% increase in the city’s water meter replacement project contract with Ferguson Enterprises, raising the total to nearly $6.92 million.

The meeting will open with an invocation by Council Member Barich and the pledge led by Kimberly Elementary School students.
