REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Oct. 21, with a full agenda that includes a $3 million utilities lab renovation, floodplain management updates and support for Redlands’ Christmas Parade
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on Oct. 21, the council will:
Confer with legal counsel about anticipated litigation based on the receipt of a government claim from claimant Martha Farquhar. A copy of the complaint is available for public inspection in City Clerk’s Office.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, these include:
Adoption of a resolution declaring the property at 21 N Church Street as surplus land. The City Manager would then be authorized to send out notices of availability.
Approval of an agreement with CAL FIRE Conversation Camp Program to provide labor and support for conservation, fuel management and hazard reduction projects.
Approval of a resolution allowing the City manager to approve certain workers’ compensation payments and settlements.
Approval of an amendment to the city’s agreement with PlanetBids to continue services for the city’s online purchasing system.
Approval of a $155,420 contract with CDM Smith Inc. for construction engineering and bidding support services for the Joint Utilities Laboratory Building Renovation and Expansion Project.
Approval of the city’s use of resources and in-kind support in the amount of $53,140.71 for the Redlands Christmas Parade hosted by the Kiwanis Club on Dec. 6, 2025, including related street closures.
Approval of a $225,000.60 agreement with Wildlife Control Service, Inc. for pest abatement services.

City Council will consider several projects aimed at modernizing Redlands’ wastewater and utilities infrastructure. Proposals include:
A $299,828 contract with Demo Leaders, Inc. for hillside stabilization and access improvements at the Wastewater Treatment Plant to prevent erosion and protect critical systems. (J3)
A $3.1 million contract with Elegant Construction, Inc. to renovate and expand the Joint Utilities Laboratory, which tests the city’s water, wastewater, and biosolids for regulatory compliance. The facility, built in 1988, has not been significantly updated despite growing state testing requirements. (J4)
A $268,200 sole-source agreement with Civil & Environmental Consultants, Inc. for engineering and permitting to install a new ultra-low emissions flare at the California Street Landfill and Wastewater Treatment Plant. The new system will replace a 25-year-old flare to meet South Coast Air Quality Management District standards. (J5)

Consideration of two ordinances updating the city’s floodplain management and flood damage prevention rules to meet current standards and protect public safety. (J1)
Consideration of Ordinance No. 2990 to amend the city’s contract with the California Public Employees' Retirement System. (J2)
City Council will consider modifying its purchase order with Enterprise Fleet Management to carry forward unspent vehicle lease funds from Fiscal Year 2024–25 to 2025–26. The action maintains the city’s ongoing vehicle replacement program without increasing spending authority. (J6)
