REDLANDS, Calif. — The Redlands City Council will meet Tuesday, June 3, with a full agenda that includes city rezoning, million dollar citywide purchase orders and approval for the City Manager to execute $4.1M in agreements for homeless resolution efforts.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on June 3 the council will discuss:
- A government claim from Alexis DeLeon with anticipated litigation.
- Ongoing litigation in Salcido v. City of Redlands.
- Real estate negotiations, including a purchase discussion with Paladugu Family Trust and a sale discussion with Sartin Company, Inc.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, these include:
- Sole-source purchases for real estate consulting with Tierra West Advisors, Inc. and security services from Delta Private Security for the city’s supportive housing complex at the former Good Nite Inn facility.
- Preliminary approval of assessments for street lighting and landscaping.
- Approval of in-kind support totaling $42,275.78 for Redlands Bowl Summer Music Festival hosted from June 20 through Aug. 15, 2025.

Public Hearing
Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.
A public hearing will be held to consider various matters regarding the 2021-2020 Housing Element Rezoning Project. This includes adopting the Final Subsequent Environmental Impact Report and amending the Land Use Map to rezone parcels throughout the city. A public hearing will also be held to consider approving the issuance of up to $205 million in tax-exempt bonds by the California Municipal Finance Authority on behalf of HumanGood, a nonprofit that operates senior living communities. A portion of the funds would support facility upgrades at Plymouth Village in Redlands. The city bears no financial obligation for the bonds.
New Business
The new business section addresses larger or more complex topics requiring individual council discussion and action.
Highlights include:
- Approval of a resolution authorizing the City Manager to execute agreements, totaling up to $4,155,600, to support homeless encampment resolution efforts. Funding award recipients are local organizations that provide services such as temporary shelter beds, outreach support, rapid rehousing and employment services.
- A hearing to review a mandated report on city staff vacancies and the status of recruitment and retention efforts.
- Approval of a five-year Professional Services Agreement with ICS Intelesys, Inc. for $74,601 and a five-year Master Service Agreement with RingCentral, Inc. for $485,548 for cloud-based VoIP services and hardware.
- Approval of a citywide annual purchase order for tools, equipment and supplies for Fiscal Year 2025-2026 not to exceed $1,080,000.
- Consideration of a sole source purchase for portable radios from Motorola Solutions for $820,031.37 for the Redlands Police Department.
The meeting will open with an invocation by Council Member Eddie Tejeda, a Juneteenth Proclamation presented to Pastor Donald R. Robinson and Daphne Hawkins and a LGBTQ+ Pride Month Proclamation presented to Salem Clawthorne.
