Redlands City Council agenda: June 17, 2025

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, June 17, with a full agenda that includes a real estate transfer agreement for the Redlands Historical Museum, a Wildland fire protection agreement and a $1 million contract for city sports field maintenance.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on June 17 the council will:
- Confer with legal counsel for existing litigation in Salcido v. City of Redlands and Rogers v. City of Redlands.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, highlights include,
- Adoption of a revised Land Use Zoning Map for the 2021-2029 Housing Element.
- Approval of a sole source Professional Services Agreement with Health Care in Action, Inc. for $149,131.40 for street medicine services to deliver healthcare to people experiencing homelessness or living unsheltered.
- Approval of an agreement with Willdan Engineering and 4Lead, Inc. for up to $180,000 each to provide on-call building inspections, plan reviews and other support services, bypassing the usual bid process.
- Approval of $3,150 of city in-kind support and temporary street closures for the Art-On-State-Street event on Sept. 28, 2025, hosted by the Redlands Art Association.
- Approval of a $260,000 worth of contracts for software and services including, infrastructure inventory services, cybersecurity software and services and Leica Geosystems Laser Scanner and Software.
- Adoption of a resolution listing road repair projects funded by SB1 (Senate Bill 1). Staff estimates there is about $1,978,415 allocated for these road maintenance projects.
Communication
This section typically includes formal updates or announcements to the council from staff, agencies, or the public.
During this meeting the council will discuss:
- The possible cancellation of the Aug. 5 and Aug. 19, 2025 regular City Council meetings. The city council routinely goes on recess for the month of August.
Public Hearing
Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.
- A public hearing will be held to introduce Ordinance No. 2976 and No. 2977, which would approve the Assessment Engineer's Reports for landscape maintenance and street lighting services in Redlands.
New Business
The new business section addresses larger or more complex topics requiring individual council discussion and action.
Highlights include:
- Consideration of a real estate transfer agreement between the city and the Redlands Historical Museum Association. Under the terms of the agreement, the Redlands Historical Museum Association (RHMA) will transfer ownership of the Museum of Redlands, including the new building and improvements, to the city of Redlands at no cost. In exchange, the city agrees to operate and maintain the site as a historical museum and community resource for at least 25 years. The A.K. Smiley Public Library Board of Trustees will oversee museum operations, while the city takes on all staffing, maintenance, and utility costs. RHMA retains rights to operate the museum store and adjacent event pavilion through a future license agreement, contingent on repaying an outstanding city loan. Any profits must be used to support the museum, with the city reserving audit rights. RHMA may also host fundraising events and will receive office and meeting space within the facility.
- Consideration of a $142,990 contract with RRM Design Group to create standard design plans for Accessory Dwelling Units (ADUs). According to the staff report, these permit-ready plans will be purchased by the city and offered free of charge to residents, reducing design costs and streamlining the approval process. RRM will provide three ADU floor plans in multiple architectural styles that comply with local and state building codes. The city will promote the plans through various outreach materials, and the project is exempt from environmental review.
- Consideration of a $332,672.55 agreement with Cal Fire for wildland fire protection services during the 2025–2026 fiscal year.
- Consideration of a 3-year, $1,081,118 contract with BrightView Landscape Services for ongoing maintenance of the city’s sports fields, including Brookside Park, Crafton Park, Israel Beal Park, Martinez Park, Sports Park and Texonia Park.
- Review and consider the city’s mid-biennium budget for fiscal years 2025 and 2026.
