Redlands council to weigh new warehouse restrictions, $85 million financing package

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, June 16 to consider a sweeping amendment that would prohibit new warehouses and logistics distribution facilities citywide. Council will also review an $85 million financing package for public safety and library projects and continue discussions on the city's proposed budget for fiscal years 2027 and 2028.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on June 16, the council will:

• Confer with labor negotiators regarding employee organizations representing management, police, fire and Teamsters employees.

Consent Calendar

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

• Adoption of a salary schedule and compensation plan for city employees.
• Approval of an amendment with waterTALENT increasing temporary staffing contract compensation by up to $125,000.
• Extension of an agreement with RRM Design Group for the development of standard Accessory Dwelling Unit design plans.
• Approval of a $134,720 contract amendment with the Center for Internet Security for cybersecurity software and services.
• Approval of an agreement with the Ecology Center to continue distribution of Market Match nutrition incentives through the Redlands Morning Market.

Public Hearing

Public hearings provide an opportunity for residents to comment before the council takes action.

• Warehouse ordinance: A public hearing on proposed zoning amendments that would prohibit new warehouses and logistics distribution facilities throughout Redlands while allowing existing facilities to continue operating. Existing warehouses could continue operating and, in some circumstances, expand under the proposal. The proposal was approved by the Planning Commission in a 5-1 vote last month.
• Consideration of annual assessments for Street Lighting District No. 1 and Landscape Maintenance District No. 1 for fiscal year 2026-27.

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

• Consideration of a new memorandum of understanding with the Redlands Association of Management Employees.
• Approval of the Fire Department's continued participation in the CONFIRE Joint Powers Authority, including an annual service fee of up to $890,632.
• Council will consider a financing package projected to cost approximately $142.9 million over its lifetime to fund a new police station, fire station and library HVAC improvements. Staff estimates approximately $74.5 million would be used for project costs, including about $58 million for the police station, $15 million for fire station construction and $1.5 million for library improvements. The projects are estimated to cost roughly $95 million overall, with the city contributing approximately $20.5 million in cash and impact fee funding. Annual debt service is projected at about $5 million beginning in fiscal year 2029. According to good-faith estimates prepared by the city's municipal advisor, total payments over the life of the financing are projected to be approximately $142.9 million, including principal and interest.
• Adoption of the city's Parks Master Plan.
• Consideration of a $650,000 increase to the city's fleet maintenance agreement with SVT Fleet.
• Approval of annual Facilities and Community Services Department agreements and purchase orders totaling more than $8.5 million for fiscal year 2026-27.
• Consideration of contract increases for sports field and citywide landscape maintenance services with BrightView Landscape Services.
• Review of the city manager's proposed two-year budget for fiscal years 2027 and 2028.
