REDLANDS, Calif. — The Redlands City Council will meet Tuesday, July 15, with a full agenda that includes a vote to adopt new zoning regulations, designate updated Fire Hazard Severity Zones and approve a report placing unpaid service bills on the 2025-2026 tax roll.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on July 15 the council will:
- Confer with real property negotiators for a possible land purchase by the city in North East Mentone.
- Confer with legal counsel for existing litigation in Miller & Associates, Inc. v. City of Redlands.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, these include:
- The adoption of two major ordinances to align local zoning laws with the state-mandated Housing Element, including new rules for urban lot splits, two-unit development projects and supportive housing types like farmworker housing and single-room occupancy.
- Second reading of a new ordinance will designate updated 2025 Fire Hazard Severity Zones, based on state data from Cal Fire, to better manage wildfire risk.
- An ordinance will revise how the city handles purchasing and surplus property, modernizing existing rules.
- A parcel near Mentone Avenue will be declared surplus property, starting a state-mandated process for potential sale or development.
- Council will consider vacating unused public right-of-way on Wabash Avenue and Domestic Avenue, clearing the way for adjacent property use.
- A time extension to be granted for a 28-bed supportive senior housing project to begin construction.
- The city will adopt its Five-Year Capital Projects Needs Analysis for fiscal year 2026-2027 and its Five-Year Measure I transportation improvement plan for FY 2025–30.
- Approval of in-kind support and temporary street closures for two local events — the Redlands Chamber’s Fashion Community Event and the Boys & Girls Club’s Day for Kids.
- Adoption of a resolution to establish time-restricted parking zones and no-parking zones on public street segments adjacent to Sylvan Park.
Communication
This section typically includes formal updates or announcements to the council from staff, agencies, or the public.
- During this meeting council will hear recommendations from an Ad Hoc Committee report on proposed changes to City Commissions, Boards and Committees. There will also be a discussion relating to the selection of a lead labor negotiator for the upcoming labor contract negotiations with the City’s bargaining units.
Public Hearing
Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.
- Council will hold a public hearing to decide whether to approve a report listing properties with unpaid city service bills, such as trash collection and street cleaning, that total about $25,749. If approved, the unpaid amounts will be added as special assessments to those property owners' 2025–2026 tax bills through the County of San Bernardino. Property owners were notified by mail and can still pay their balances by August 4 to avoid the tax lien.
New Business
The new business section addresses larger or more complex topics requiring individual council discussion and action.
Highlights include:
- Council will consider an agreement with Southern California Edison to provide recycled water
- Council will review a 4-year, $2.33 million contract with BrightView Landscape Services for citywide landscape maintenance, including parks, medians and the Hillside Memorial Park Cemetery.
- Council will consider an $800,000 agreement with Meritage Homes to fund the Crow’s Nest Building at Coyazo Park.
- Council will vote on a $527,000 construction contract with Abboud Diamond Construction for site prep at the future modular kennel facility and an additional $579,700 in project funding.
The next regular City Council meeting will be held on Sept. 2, 2025.
