REDLANDS, Calif. — The Redlands City Council will meet Tuesday, July 1, with a full agenda that includes an update to the Climate Action Plan 2050, zoning changes and a new map designating fire hazard severity zones.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on July 1 the council will:
Confer with legal counsel for existing litigation in Harper v. City of Redlands and Flynn Restaurant Group/Apple So Cal, LLC, et al. v. City of Redlands
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, these include:
Confirmation of prima facie speed limits, which are presumed speed limits when a sign is not posted, for specific city streets.
Adoption of Ordinances No. 2979 and 2977 to establish assessments for Landscape Maintenance District No. 1 and Street Lighting District No. 1.
Approval of an amendment to an agreement with Higginson Architects Inc. for general architectural design services on an as-need basis for a total not to exceed $250,000.
Adoption of Resolution No. 8698 to levy special taxes for Community Facilities District No. 2004-1 to fund labor, material and equipment costs for maintenance services.
Approval of an amendment to the City’s Memorandum of Understanding with Colton-Redlands-Yucaipa Regional Occupation Program to provide temporary staffing for Recreation and Senior Services.
Establish procedures for the placement of non-profit service club placards on Redlands welcome monument signs.
Approval of sole source purchase orders with Security Signal Devices for three years of security and fire system maintenance, not to exceed $326,000.
Approval of an amendment to a Non-Professional Services Agreement with JT Lewis Inc. for the completion of bay doors at Fire Stations 261, 262 and 263. This amendment will extend the contract term to Dec. 31, 2025.
Adopt Resolution No. 8699 designating an authorized city representative to sign California Department of Transportation contracts.
Communication
This section typically includes formal updates or announcements to the council from staff, agencies, or the public.
During this meeting the council will hear a presentation by Tim Watkins of the San Bernardino County Transportation Authority on the SBCTA’s role and how Measure I impacts transportation planning and improvements within the City. Measure I is a half-cent sales tax that supports street, road and transit projects throughout the county.
Public Hearing
Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.
A public hearing will be held to consider Ordinance No. 2985 and No. 8700, which will update housing definitions, zoning regulations and related municipal code amendments to implement the 2021-2029 Housing Element work program.
Council will consider Resolution No. 8694 which would approve the Delinquent Administrative Citation Fine Report. The report will include unpaid citations for 27 properties totaling $27,985.
Consideration of a Purchase Order Modification for the Redlands Fire Station No. 262 remodel project, including a budget increase to allow a 15% contingency for unexpected costs.
Consideration of annual service contracts and purchase orders for the Facilities and Community Services Department, totaling up to $23.6 million.
Introduce an ordinance to update city rules on purchasing and how the city disposes of surplus property.
Approval of a contract with Advance Integration & Controls to provide on-call Supervisory Control and Data Acquisition integration services for water and wastewater operations, with a one-year contract up to $673,000 and options to extend up to $2 million in total.
