REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Jan. 20 to approve various committee appointments and update to the city code regarding dangerous and vicious dogs. Council will also consider a $774,156 three-year contract for veterinary services.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on Jan. 20, the council will:
Confer with property negotiators about the terms of payment for the possible purchase of vacant land by the city.
Confer with real property negotiators for a possible property transfer to The Grove School.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, highlights include:
Approval of the appointments of Matthew Swenson and Eli Salazar to serve on the Citizens’ Measure T Oversight Committee.
Approval of recommended appointments to serve two-year terms on the 2026 Utilities Advisory Committee to support the water and wastewater rate study.
Approval of the reappointment of William Hatfield and Kate Pretorius to the Library Board of Trustees.
Adoption of updates to the development standards and design regulations in the city’s municipal code for accessory dwelling units.
Approval of side letter agreements between the city and the Redland Association of Fire Management Employees and the Redlands Professional Firefighters Association as it relates to longevity pay and salary schedules.
Termination of a public works construction contract with Demo Leaders, Inc. for the Wastewater Treatment Plant Hillside Stabilization Project. After the contract was awarded in October 2025, the contractor became unresponsive and later notified the city it could not proceed. The second-lowest bid was rejected due to significant errors, and all remaining bids exceeded the project budget. Staff is recommending the project be re-advertised.
Adoption of an ordinance amending the Redlands Municipal Code regulating vicious and potentially dangerous dogs as well as noisy animals. Read our article about the topic here.
New Business
The new business section addresses larger or more complex topics requiring individual council discussion and action.
Highlights include:
City Council will discuss forming an ad hoc subcommittee to negotiate a license agreement with the Redlands Historical Museum Association (RHMA) for the Museum of Redlands. While a previously approved transfer agreement sets the overall framework for ownership and governance, it anticipates RHMA’s continued involvement in advisory services, fundraising, and volunteer coordination. The license agreement would define the specific operational details of RHMA’s ongoing role, including the potential operation of the museum store and event pavilion.
Council will consider a $961,500 purchase of a landfill gas blower skid and flare for the California Street Landfill and Wastewater Treatment Plant.
The city will also consider a three-year $774,156 agreement with VVC of California, LLC dba Pet Hospital of Redlands + Urgent Care to provide veterinary services and medical supplies to the Redlands Animal Services Division.
