Redlands City Council agenda: Feb. 17, 2026

REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Feb. 17 to consider a $4M contract for the 2025 water pipeline replacement project. Council will also approve in-kind support for the Downtown Redlands Artwalk and Run Through Redlands event.

Here’s how the meeting breaks down:

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

  • Approval of recommendations for appointments to the Human Relations Commission.
  • Adoption of Ordinance No. 2999 to allow the raising or keeping of hens within single-family residential zoning districts.
  • Adoption of Resolution No. 8751 declaring weeds to be a public nuisance
  • Approval of an agreement with Cedar Business Services, LLC, for collection services related to delinquent utility billing accounts.
  • Approval of $11,316.50 of in-kind support and use of city resources, including street closures, for the Downtown Redlands Artwalk.
  • Approval of $43,875.54 of in-kind support related to the Run Through Redlands event organized by the Kiwanis Club.

Communications

This section typically includes formal updates or announcements to the council from staff, agencies, or the public.

On this agenda:

  • An annual report on the Human Relations Commission given by Commission Chair Ken Ford
  • Annual Traffic and Parking Commission Report presented by Municipal Utilities and Engineering Interim Director Ray Casey
  • Presentation and acceptance of the 2025 City of Redlands Annual Comprehensive Financial Report.

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • City council will consider a $4,003,595 Public Works Construction Contract with MCC Pipeline for the 2025 CIP Water Pipeline Replacement Project.
  • Consideration of a $550,000 non-professional service agreement with Kirtley Construction Inc. for on-call sewer collection system repair on an as-needed basis.
  • The City Council will consider changes to the Redlands Municipal Code governing how electric bicycles can be used in the city. The proposed ordinance is aimed at addressing public safety concerns tied to the growing use of e-bikes, bringing local rules in line with California law and setting clearer guidelines for riders.
  • Consideration of a $1,820,000 purchase and sale agreement with Miller & Associates, LLC, and Christopher Collinsworth for the property located at 611 W. Redlands Boulevard. The transaction stems from a 2025 legal settlement tied to alleged damage from the city-owned Mill Creek Zanja stormwater channel, which runs beneath the site. Under the proposed agreement, the city would contribute $1.8 million toward the $3.4 million purchase price as part of an arrangement allowing a private buyer to take ownership of the property. The agreement would require an additional appropriation from the city’s General Fund unassigned fund balance. Community Forward will provide additional coverage on the background and financial details of this settlement.
