Agenda includes $16M City Hall improvements, new truck route map and street resurfacing.
REDLANDS, Calif. — The Redlands City Council will meet Tuesday, Dec. 16, to consider a $16 million agreement for City Hall improvements, new body-cam equipment for the police department and amendments to municipal codes relating to noisy animals and dangerous dogs. Council will also approve commissioner appointments and discuss an new truck route map.
Here’s how the meeting breaks down:
Closed Session
Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.
During the closed session beginning at 5:00 p.m. on Dec. 16, the council will:
- Confer with real property negotiators for a possible property transfer to The Grove School.
Consent Calendar
The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.
On this agenda, highlights include:
- Approval of the 2026 Local Appointments List of all regular and ongoing commissions and boards. The Council will also approve the recommendation for Student Commissioner Appointments.
- Approval of the appointments of Rosa Domingues, Alicia Gyllenhammer, Kawa Shwaish and Kara Shaw to the Planning Commission.
- Approval of Ordinance No. 2995 to establish quarterly meetings and reduce the membership of several boards and commissions. Read our article on the topic here.
- Establishment of a Street Tree Commission.
- Approval of a $50,000 agreement with Family Service Association of Redlands and The Salvation Army to continue providing homeless resources for rapid rehousing.
- Extend an agreement with KNN Public Finance, LLC for continued financial advisory services.
- Approval of a $154,900 amendment to an agreement with NewEdge Services, LLC to implement system improvements to the City’s permitting software.
Public Hearing
Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.
Fire code updates: A public hearing will be held to consider and adopt the 2025 Edition of the California Fire Code and the Wildland-Urban Interface Code. Both of which take into account international fire code with necessary California and Redlands amendments.
ADU ordinance: Council will consider an ordinance to update development standards and design regulations of accessory dwelling units.
City truck route update: There will also be a discussion about an updated truck route map for the city. Cities in California’s designated “warehouse concentration region” — including Redlands and much of the Inland Empire — are required to update their truck route maps by Jan. 1, 2026, under Assembly Bill 98. The law requires cities to consider roadway safety, infrastructure capacity and proximity to “sensitive receptors,” including homes, schools, and parks.
New Business
The new business section addresses larger or more complex topics requiring individual council discussion and action.
Highlights include:
- Council will consider forming a Climate Resilience District (CRD) and establishing a CRD board.
- Approval of a $291,207 payment to Systems & Software, Inc. for support of the enQuesta Utility Database for Customer Management.
- The City will consider a $5,566,094 public works construction contract with Matich Corporation for the 2025 Street Resurfacing Project.
- Consideration of a $3,544,704.03 agreement with Axon Enterprise, Inc. for body-worn camera equipment/software, Drone as First Responder and Virtual Reality Justice Suite.
- The council will consider amending the city’s municipal code relating to noisy animals and the regulation of potentially dangerous and vicious dogs.
- The City will consider approving a $16,145,665.95 agreement for Improvements to the State Street City Hall Facility.
