REDLANDS, Calif. — The Redlands City Council will meet Tuesday, April 7 to consider a nearly 1 million-square-foot expansion of a Kaiser medical campus, along with millions in funding for a new police safety facility and participation in a regional housing trust.

Here’s how the meeting breaks down:

Closed Session

Before the public meeting, the council will hold a closed session, which is legally confidential except for any “reportable action” announced by the city attorney. Under California law, closed sessions cover sensitive matters such as litigation, human resources issues and property negotiations.

During the closed session beginning at 5:00 p.m. on April 7, the council will:

  • Confer with labor negotiators representing multiple city employee groups, including police, fire and management associations.

The consent calendar groups together routine, non-controversial items for approval in a single vote, unless a council member pulls an item for separate discussion or a public comment is submitted.

On this agenda, highlights include:

  • Approval of a three-year, $73,650 agreement for the city’s annual community survey.
  • Approval of a $30,000 agreement for transitional housing services with the Church of Religious Science of Redlands as a replacement for  of Steps 4 Life Community Services following the dissolution of the organization.
  • Approval of a $166,050 contract for a citywide historical reconnaissance survey and subsequent intensive-level historic resource surveys.
  • Final adoption of a zoning change affecting 8.5 acres along West Lugonia Avenue.

Public Hearings

Public hearings are formal opportunities for residents to speak on specific items that legally require public input before the council can take action. These often involve land use decisions, budgets, fees, tax-related measures and environmental or development reviews. The council must open the hearing, allow public comment, then close the hearing before voting.

The council will consider approval of a 983,000-square-foot expansion of a Kaiser Foundation Hospitals medical campus at 1301 California Street, including certification of its environmental impact report and related findings. The Redlands Planning Commission recommended the development for approval during it Feb. 24 meeting.

New Business

The new business section addresses larger or more complex topics requiring individual council discussion and action.

Highlights include:

  • Consideration of joining the San Bernardino Regional Housing Trust Fund Joint Powers Authority.
  • Approval of up to $3.49 million in funding for Phase 1 of the Redlands Police Department Safety Hall project. Read more here.
  • A $764,000 agreement with Geocon West, Inc. for inspection services tied to the new police facility.
  • An increase to the City Council chambers audio-visual system contract from $533,315.95 to $581,838.37.
  • Consideration of a parking agreement for the Redlands Mall property, which will generate approximately $349,000 annually.
  • Multiple infrastructure and utilities contracts, including wastewater and street improvements.
  • Approval for the purchase of upgraded police dispatch radio equipment for about $370,000.
  • A $277,448 purchase of networking equipment for the State Street City Hall building.
