REDLANDS, Calif. — New warehouses larger than 50,000 square feet would be prohibited in Redlands, while existing facilities would be allowed to expand under a zoning ordinance headed to the City Council on Tuesday, Sept. 1.
The City Council will also consider more than $600,000 in homelessness funding before the newly formed Redlands Housing Corporation holds its first meeting.
The regular council meeting begins at 6 p.m. at the City Council Chambers, 35 Cajon St. A closed session begins at 5 p.m.
The proposed ordinance would prohibit new warehouse developments larger than 50,000 square feet in Redlands, but it would also give existing warehouse operators new opportunities to expand and modernize their facilities.
Existing warehouses could expand by up to 15% and operators could seek approval for other changes, including conversion to refrigerated space and additional truck docks. Those changes would require a conditional use permit reviewed by the Planning Commission.
The Planning Commission voted 5-1 in May to recommend approval after debating how much flexibility existing warehouse operators should have. Commissioners ultimately advanced the ordinance with several industry-backed revisions.
Industry representatives had urged the city to preserve opportunities for existing warehouses to modernize, arguing that an earlier version of the ordinance was too restrictive. Commissioners ultimately agreed to several changes, while also questioning whether allowing additional truck docks and facility expansions could increase truck traffic and undermine the city's goal of limiting the impacts of warehouse development.
The City Council is now being asked to consider the zoning amendment and corresponding changes to the city's commercial and industrial specific plans.
The newly formed Redlands Housing Corporation will hold its first organizational meeting following the City Council meeting, taking the next steps toward potentially acquiring the Step Up in Redlands permanent supportive housing property.
In 2024, the city terminated its contract with the project's original developer, Shangri-La Industries, after the developer defaulted on its obligations.
The property at 1675 Industrial Park Ave. opened in 2023 and continues to provide permanent supportive housing and services for people experiencing homelessness.
On Tuesday, the corporation will consider appointing its directors and officers, approving bylaws and ratifying its articles of incorporation. The board will also consider policies governing conflicts of interest, whistleblower protections and document retention, along with establishing its regular meeting schedule and banking institution.
The council will consider accepting $611,041 from the San Bernardino County Office of Homeless Services through the state's Homeless Housing, Assistance and Prevention program.
The funding would support the city's Project HomeKey site, emergency shelter and outreach services. The council would also authorize an additional appropriation equal to the grant amount.

On the consent calendar, the council will consider $44,048 in city resources and in-kind support for the Oct. 4 Believe Walk and $24,415 for the Redlands Chamber of Commerce's Oct. 25 Dog Jog. Both include temporary street closures.
